Chapter 11 - The Shadow Over Lake Shore

The celebratory champagne had barely gone flat when the first tremor hit the newly minted foundation of the Morgan-Duca partnership.

Two days after the terminal dedication, Riley sat behind a massive black walnut desk in her new fourth-floor executive corner suite overlooking the bustling deep-water canal.

Even with floor-to-ceiling glass and panoramic views of the Chicago skyline, she felt oddly out of her element in silk blouses instead of canvas work gear.

She still wore her steel-toed work boots beneath her tailored trousers, a quiet reminder of where she came from.

Her desktop intercom buzzed with three short, frantic bursts.

It was Ben’s direct line from the ground-floor maintenance docks.

"Riley, you need to see this," Ben’s voice crackled, rough and edged with cold alarm.

"What’s wrong, Ben?"

"Coast Guard tactical intercept unit just pulled up to berth four."

"Coast Guard?" Riley stood up instantly, her boots hitting the hardwood with heavy thuds. "We’re fully certified for international commercial offloading. What could they possibly want?"

"They aren't asking for cargo manifests, Riley."

"Then what are they doing?"

"They’ve quarantined the Vanguard Liberty, the direct freighter from Antwerp that docked two hours ago."

Riley’s blood ran cold.

The Vanguard Liberty was the flagship container vessel carrying ninety million dollars worth of precision industrial robotics for the port's automated rail expansion.

If that ship was impounded, the terminal's bond covenants would trigger catastrophic default penalties within seventy-two hours.

Riley grabbed her leather jacket and bolted through the private executive elevator.

Within ninety seconds, she was marching across the damp concrete apron of berth four, where flashing blue and red strobes painted the gray morning sky.

Two federal cutters were idling in the canal basin, their mounted heavy machine guns uncovered and manned.

A dozen armed federal agents in dark tactical windbreakers bearing the acronym CBP—Customs and Border Protection—had formed a perimeter around container bay twelve.

At the center of the line stood a tall, slender woman with severe dark hair pulled into a regulation bun, holding an encrypted federal tablet.

Special Agent in Charge Teresa Ward.

Riley walked straight through the outer barricade, ignoring the junior officer who raised a hand to stop her.

"I’m Riley Morgan, majority managing director of this terminal," Riley declared, her voice slicing through the drone of the ship's massive cooling generators. "Who authorized an armed blockade on my dock?"

Agent Ward turned slowly, her gray eyes cool and unreadable behind rimless glasses.

"Ms. Morgan, I have an emergency federal seizure warrant issued by the Northern District Court of Illinois."

"On what probable cause?"

Ward tapped the screen of her tablet, turning it toward Riley.

The display showed a high-resolution x-ray scan of an industrial shipping container stamped with the serial number MDC-90412.

Inside the hollow steel beams of the industrial robotic chassis sat hundreds of rectangular packages wrapped in lead foil.

"Fentanyl precursor chemicals and unregistered foreign military electronic scramblers," Ward stated evenly. "Sourced from a front company operating out of Rotterdam, consigned directly to the private shipping manifest of Duca Logistics."

Riley felt as though she had been struck in the chest with a sledgehammer.

"That’s impossible," Riley snapped, fighting to keep her voice steady. "Duca Logistics was audited and absorbed into our joint trust six weeks ago. Every single overseas manifest is cross-signed by Matteo Duca personally."

"Precisely," Agent Ward said, her voice dripping with bureaucratic frost. "Which is why there is a federal warrant out for your partner's arrest."

Before Riley could fire back, the familiar, low purr of an engine echoed across the concrete bulkhead.

Matteo’s dark Maserati Quattroporte slid to an effortless stop beside the Coast Guard patrol vehicles.

Matteo stepped out into the biting canal breeze.

He was wearing a charcoal wool overcoat over an open-collared black shirt, his face grim, his amber-flecked eyes locked onto Agent Ward with deadly focus.

Behind him, two of his private security operators remained by the car, their coats unbuttoned.

"Agent Ward," Matteo greeted smoothly, walking past the armed federal officers as if they were decorative statues. "I see the Department of Homeland Security still prefers theatrical entrances over basic administrative due diligence."

Ward didn't flinch.

"Mr. Duca, your digital private encryption key was used to authorize the bill of lading for container MDC-90412 forty-eight hours ago from an offshore server."

"My encryption key was revoked and re-issued three days ago following the board restructuring," Matteo replied coldly, stopping beside Riley and resting his hand firmly on the back of her shoulder.

His touch was an anchor in the swirling chaos.

"Your internal IT memos do not supersede federal customs law, Mr. Duca," Ward said, signaling two agents behind her. "Until the criminal investigation determines whether this port is acting as an active smuggling conduit for Eastern European cartels, the entire Morgan-Duca Maritime Terminal is placed under federal administrative quarantine."

"Quarantine?" Riley stepped forward, her eyes blazing with fury. "A quarantine halts every crane on this river! Thousands of dockworkers will lose their shifts! Supply chains will grind to a halt across five states!"

"Then you should have examined your fiance's past more carefully before signing that joint venture, Ms. Morgan," Ward retorted, signaling her team to begin snapping federal padlocks onto the perimeter gates.

Matteo took a step closer to the federal agent, his towering presence casting a long, dark shadow over the woman.

"Who handed you the tip, Teresa?" Matteo asked in a low, dangerous whisper that didn't carry to the other agents.

Agent Ward’s eyes flickered, the tiniest crack appearing in her professional mask.

"Confidential informant protocols protect the source, Matteo. You know how this game is played."

"I know who owns your mortgage in Schaumburg, Teresa," Matteo murmured, his voice dropping into pure ice. "And I know that your brother’s commercial trucking company recently secured an exclusive statewide logistics contract through an offshore trust based in Delaware."

Ward’s jaw clenched so tightly that a muscle jumped in her cheek.

"Step back, Mr. Duca, or I will charge you with threatening a federal officer on top of international trafficking."

Matteo didn't move an inch.

"Check the originating routing number on container MDC-90412 before you seal that gate, Agent Ward," Matteo instructed with terrifying calm. "Because if you lock down this terminal on a fraudulent manifest, my corporate legal team won't just sue your department; I will personally see you stripped of your pension and your badge by sunset."

Ward stared into his dark, unwavering eyes for three excruciating seconds.

May you like

She swallowed hard, raised her hand, and signaled her tactical team to hold their positions.

"You have twenty-four hours to produce the authentic shipping manifest, Mr. Duca," Ward said, turning on her heel toward her command vehicle. "At seven o'clock tomorrow morning, the federal padlocks go on. With or without your consent."
