Chapter 8 - The Regulatory Ambush and the Ghost Runway

The blare of distant sirens pierced the soundproof glass of the fifty-fourth-floor skyway as Dante led Sienna down the rear fire stairs.

Marco appeared at the landing of the forty-eighth floor, flanked by three trusted security operatives wearing civilian suits.

"Dante, the front lobby is swarming with state agents," Marco reported, breath ragged from climbing the concrete stairwell.

"Commissioner Marcus Vance is leading the raid personally."

"Vance?" Dante stopped on the concrete landing, his mind piecing together the political architecture of the attack.

"Marcus Vance has been on Victor’s offshore payroll since his days as Clark County deputy treasurer," Dante said coldly.

"If Vance gets his hands on that flash drive, it will disappear into an evidence locker and be incinerated by morning."

"And if Vance arrests you, he initiates an immediate emergency suspension of your gaming license," Sienna added sharply.

"The second your license is suspended, the loan covenants trigger an automatic equity forfeiture under Nevada law."

"Obsidian Crest steps in as the senior creditor in possession and takes over the casino floor within forty-eight hours."

"It's a complete corporate decapitation," Dante said.

"Where is our exit, Marco?"

"We can't use the underground executive garage; Metro has already blocked the ramps with squad cars," Marco answered.

"We take the old subterranean service conduit through the storm bypass into the old railway yard behind the resort."

"Julian used it during the nineteen-eighties when the old Chicago families tried to squeeze the transport lines."

Dante looked at Sienna, whose tailored silk blouse was damp with sweat and concrete grit.

"Are you ready for this, Sienna?"

"I didn't come to Las Vegas to sit in an interrogation room while my father’s murderer takes your company," she answered.

She held Richard’s encrypted flash drive tightly inside her jacket pocket, her jaw set with unshakable determination.

Marco kicked open the heavy iron service door leading into the underground industrial water channels.

The humid, warm air of the desert storm runoff enveloped them as they descended into the cavernous concrete tunnel.

Far above, they could hear the faint, rumbling vibrations of hundreds of police boots scouring the gaming floor.

They moved quickly through the darkened drainage passage, guided only by the tactical flashlights on Marco’s carbine.

The tunnel wound for half a mile beneath the asphalt of Industrial Road before terminating at an abandoned rail siding.

A mud-spattered black Chevrolet Suburban was idling quietly beneath the shadow of a rusted steel crane.

A loyal veteran driver named Frank opened the rear doors the instant Dante and Sienna emerged from the access hatch.

"Get in," Dante commanded, helping Sienna into the armored passenger cabin before sliding in beside her.

Marco climbed into the front passenger seat, racking the bolt of his rifle.

"Where to, boss?" Frank asked, accelerating smoothly onto the deserted access road without turning on the headlights.

"Head northwest toward the old Indian Springs private airstrip," Dante ordered.

"The abandoned Cross Hospitality maintenance hangar."

Sienna looked at him in surprise.

"How do you know about that property?"

"Julian acquired the parcel in the bankruptcy auction fifteen years ago, but he never developed it," Dante explained.

"He left it untouched out of some twisted sense of lingering guilt toward your father."

"It has an off-the-grid solar generator, independent satellite internet, and zero corporate ties to the current Bellona registry."

"Vance’s investigators won't think to search an abandoned property listed under a defunct subsidiary."

The Suburban sped through the northern fringes of the valley, leaving the glittering neon towers behind them in the dark.

Thirty-five minutes later, the vehicle passed through a rusted chain-link gate and pulled inside a vast corrugated steel hangar.

Frank killed the engine, and the heavy metal rolling doors clattered shut behind them, sealing them in absolute privacy.

The interior of the hangar was cavernous, housing the skeletal frame of an old twin-engine transport plane and rows of wooden crates.

Dante walked over to a steel workbench, switched on an industrial overhead lamp, and gestured toward a folding table.

Sienna placed her laptop on the metal surface and reconnected the black flash drive.

"We have less than eight hours before the markets open in New York," she stated, her tone turning purely clinical.

"If Vance issues an official press release stating that you are a fugitive from a murder investigation, Vale bonds will drop to zero."

"And Victor’s offshore entity will buy the rest of the senior tranches for pennies from panicking retail funds."

Dante paced along the perimeter of the workbench, his dark eyes scanning the dusty expanse of the hangar.

"We don't play defense anymore, Sienna."

"Victor relies on two things: his legal nonexistence and his leverage over the banking syndicate."

"If we prove he is alive, his entire offshore legal framework becomes criminal evidence of international bank fraud."

"Every contract signed by Obsidian Crest becomes void ab initio because the beneficial owner is an unindicted fugitive."

"To prove he is alive, we need his physical location," Sienna said, zooming in on the banking transaction logs.

"Look at the IP addresses used to authorize the secondary bond purchases over the last forty-eight hours."

"They didn't route through Grand Cayman or Zurich."

"They routed through a local fiber-optic relay station located on the north end of the Las Vegas Strip."

Dante stepped closer to the screen, his eyes narrowing as he recognized the geographic coordinates of the server hub.

"That relay station only services three commercial properties on that section of the boulevard."

"Two are shuttered souvenir warehouses, and the third is the Starlight Sovereign."

Sienna frowned.

"The Starlight Sovereign has been closed for demolition for five years."

"It was scheduled for demolition," Dante corrected her, a cold, dangerous realization washing over him.

"But the demolition permits were tied up in court by a phantom shell company registered in Nevada six months ago."

"Victor didn't just come back to town to hide in the shadows."

"He is living inside the penthouse of the Starlight Sovereign, watching my casino from three blocks away."
