Chapter 12 - The Deputy Director's Treason

The catwalk hung forty feet above the concrete expanse of the maintenance floor.
Below, the hangar doors had been blasted halfway off their hydraulic rollers by the concussive force of the exterior blast.
Thick smoke from the burning Gulfstream rolled into the massive cavern, creating swirling phantoms under the industrial sodium lights.
A sharp crack echoed through the hangar as a high-velocity round punched through the railing inches from Emma’s hip.
She pulled Noah down flat against the steel grating, scanning the ground level through the rising smoke.
Through the main doorway stepped Deputy Director Harold Vance.
He was flanked by eight heavily armed operators wearing sterile black tactical uniforms without insignia or agency badges.
Vance wore a tailored slate-gray overcoat over a dark suit, his white hair immaculately combed despite the torrential rain outside.
He held a secure satellite tablet in one gloved hand and an unlit cigar in the other.
He looked less like a law enforcement executive and more like a corporate CEO inspecting an overseas manufacturing plant.
"Special Agent Carter!" Vance’s voice projected through the acoustic cavern of the hangar, amplified by an electric megaphone held by his adjutant.
"Stand down and display your hands!"
"You are currently in breach of Title Eighteen, United States Code, Section Eleven-Fourteen!"
"You have compromised an active federal investigation, assaulted a senior bureau official, and conspired with known organized crime figures!"
Emma stayed crouched behind a structural steel girder, keeping Noah tucked securely behind her back.
"Save the speech for the press conference, Vance!" Emma shouted down, her voice echoing off the high steel trusses.
"I have my father's journals!"
"I have the offshore routing numbers for the Cobalt accounts in Zurich and the Cayman Islands!"
"I have the manifests showing the cargo containers your team moved through the Newark docks under Department of Defense clearance!"
Vance paused, tilting his head slightly, a cold, aristocratic smirk curving his thin lips.
He gestured with his leather glove, and his tactical team fanned out into a wide skirmish line, weapons trained on the catwalk.
"Your father was a remarkably gifted auditor, Emma," Vance said, his tone conversational, calm, and utterly devoid of remorse.
"He possessed an almost pathological obsession with ledgers."
"He couldn't understand that the machinery of this nation requires friction, and friction requires grease."
"Those shipping lanes funded operations that kept our strategic interests secure while congressmen argued on television."
"Your father wanted to bring the entire house down because of a few hundred million dollars in logistics fees."
"He didn't just want to expose the fees, Vance!" Emma shouted back, her grip on her weapon tightening.
"He exposed the bodies!"
"Sixteen port workers, two federal marshals, and three cooperating witnesses murdered to keep your accounts invisible!"
"And you murdered my father on Route Nine!"
Vance took a slow step forward, crushing a puddle of hydraulic oil beneath his polished leather shoe.
"Thomas made his choice, Emma."
"Just as your mother made hers when she decided to run."
"And just as you made yours when you accepted an undercover assignment under Peter Lawson’s direction."
Vance raised his tablet, the blue light illuminating his cold, aristocratic features.
"Did you really believe you found that clue connecting Noah to the Russo estate on your own?"
Emma went completely rigid.
The cold Hudson air seemed to freeze in her lungs.
"What did you say?" Emma whispered into the darkness.
"Lawson planted those transit records in the New Jersey regional archive two months ago," Vance said, his voice carrying the finality of a predator closing a trap.
"We knew you had spent two years digging through cold cases."
"We knew you would never stop until you found the boy."
"The Russo family had become inconvenient, Emma."
"Margaret Russo was holding Vincenzo’s old agreements over our heads, demanding immunity and safe passage for her grandson."
"We needed a catalyst to obliterate the Russo organization once and for all under a federal terrorism enhancement."
"What better narrative than a brave, rogue FBI agent who goes undercover, discovers her missing brother in a mafia mansion, and is tragically murdered alongside the child by Adrian Russo’s enforcers?"
"The Department of Justice would have seized every dock, every warehouse, and every asset the Russo family owned by noon tomorrow."
"And the Carter ledgers would have burned in the resulting fire."
Noah clutched Emma’s vest from behind, trembling violently as the magnitude of the betrayal echoed through the empty hangar.
"You used my brother as bait," Emma said, her voice dropping into a register of pure, lethal hatred.
"I used the pieces available on the board, Agent Carter," Vance replied coldly.
"Now toss the backpack over the railing."
"Do it now, and I will ensure your brother receives a clean, painless end."
"Refuse, and my team will take this building apart with thermite."
From the shadows beneath the heavy gantry crane at the back of the hangar, a dark, low voice broke through the silence.

Before the federal contractors could turn, the shadows erupted in automatic fire.
