Chapter 2 - THE PHANTOM FILES ON THE SEIZED DEVICE

The sterile white lights of the Naval Criminal Investigative Service field office hummed overhead, casting a clinical glow over the stainless-steel interrogation table where Olivia sat wrapped in a heavy wool blanket.
Her left arm throbbed from the bruises inflicted during the break-in, but the physical pain was entirely eclipsed by the cold knot of dread twisting in her stomach as Special Agent Marcus Vance slid a printed stack of recovered digital files across the table.
“We decrypted the secondary phone recovered from Daniel’s car about an hour ago,” Agent Vance said, leaning forward with his elbows resting on the metal surface. “It wasn't just a random assortment of notes, Lieutenant Carter. It was an operational dossier.”
Olivia looked down at the top page, her breath catching as she recognized the architectural layout of the waterfront housing complex where she lived, annotated with handwritten notes detailing patrol shift changes and blind spots in the security camera coverage.
“How did he get base housing blueprints?” Olivia asked, her voice tight with disbelief. “Those documents are restricted to base engineers and facility managers.”
“That’s the exact question we asked when we cross-referenced the file creation dates with the base employee database,” Vance replied, tapping his pen against the corner of the dossier. “The metadata shows every single file was accessed and exported using a high-level administrative terminal inside the base medical center.”
Olivia stared at the page, the horrifying realization washing over her like freezing water as she remembered Margaret’s position as a civilian administrative supervisor at that exact medical facility.
“Margaret,” Olivia whispered, the pieces locking together with sickening precision. “She didn't just let him through the gate; she gave him the structural layouts to map out every building in the complex.”
“She had master clearance across three different administrative portals,” Vance confirmed, nodding slowly. “Which brings us to the most troubling part of the discovery—the target list we found attached to the master blueprint folder.”
He flipped the page over, revealing a grid containing names, photographs, duty stations, and daily schedules of three other women living in various naval housing sectors around Norfolk.
Olivia scanned the names, her heart skipping a beat when she recognized the second entry on the list—Lieutenant Commander Sarah Vance, a brilliant logistics officer stationed at the dry docks whom Olivia had briefly worked with six months prior.
“Do these other women know they’re on this list?” Olivia asked, her eyes locked onto the investigator’s face.
“We notified their commands twenty minutes ago and placed them under immediate protective custody,” Vance said grimly. “What we don't know yet is what Daniel intended to do with them, or why your estranged husband spent the last six months compiling detailed surveillance on four independent female officers.”
Olivia closed her eyes for a moment, letting her military training filter out the panic and focus entirely on the logical thread connecting the evidence before her.
“Daniel never worked alone, and his obsession wasn't just about our failed marriage,” Olivia said, opening her eyes with cold determination. “He was being funded or directed by someone with a much larger grievance against female leadership in the fleet.”
“We searched his personal bank accounts right before coming in here,” Vance added, sliding a financial transaction report across the table. “Three days ago, a wire transfer of forty thousand dollars hit his savings from an offshore shell company registered under a commercial logistics firm in downtown Norfolk.”
Olivia examined the transaction ledger, noticing the recurring corporate name listed as the source of the funds—a logistics contractor that had recently lost a multi-million-dollar Navy supply contract due to an audit conducted by Lieutenant Commander Sarah Vance.
“Sarah was the primary auditor who exposed fraud in that exact contractor's supply chain,” Olivia realized, the massive conspiracy snapping into sharp focus. “Daniel wasn't just stalking me out of jealousy; he was acting as a hired proxy to target the officers who dismantled their illegal operations.”
“Which means your apartment wasn't a random choice for a domestic assault,” Vance said, standing up and buttoning his jacket. “It was a dry run for something much larger scheduled to happen across the base this week.”
Before Vance could elaborate, the heavy metal door of the interrogation room swung open and an NCIS tech burst inside, holding a flashing tablet with an urgent update from the field security teams.

“Agent Vance, we just breached Daniel’s primary storage locker off-base,” the tech reported breathlessly. “You need to see this feed right now.”
Olivia rose immediately from her chair, ignoring the sharp ache in her shoulder as she followed Vance toward the central command monitor, knowing that every second lost brought the remaining women closer to an unseen danger.
