Chapter 3 - THE STORAGE LOCKER MANIFEST

The damp chill of the off-base commercial storage facility cut straight through Olivia’s uniform jacket as she stepped into Unit 114 alongside Special Agent Vance and two armed NCIS investigators.

Inside the narrow metal garage, the overhead fluorescent light flickered erratically, casting long, dancing shadows over rows of plastic storage bins, tool chests, and heavy-duty duffel bags stacked against the concrete back wall.

“Keep your weapons ready; we don't know if anyone else has access to this space,” Vance instructed the team, sweeping his flashlight beam across the cluttered floorboards.

Olivia stepped carefully past a stack of automotive parts, her eyes scanning the immediate environment for any familiar items that might shed light on Daniel’s recent activities.

“Look at the workbench against the far wall,” Olivia pointed out, stepping closer to a cluttered wooden table covered in electronic components, soldering irons, and half-disassembled civilian communication devices.

Special Agent Vance walked over to the workbench, lifting a heavy black ledger book that lay open beside a laptop with its hard drive physically smashed to pieces.

“He was building something technical,” Vance muttered, flipping through the handwritten pages filled with serial numbers, radio frequencies, and encryption keys. “These aren't ordinary household electronics. These are military-grade signal jammer components.”

One of the investigators pried open a large plastic footlocker near the workbench and pulled out a heavy tactical vest outfitted with encrypted communication gear and two civilian-issue zip-tie restraints.

“Lieutenant Carter, take a look at the address written on this shipping label stuck to the bottom of the footlocker,” the investigator said, handing the small adhesive tag to Olivia.

Olivia tilted the tag toward the flickering light, her eyes narrowing as she read the destination address printed in bold ink.

“This is the residential address for Lieutenant Commander Sarah Vance,” Olivia said, her voice dropping to a tense whisper. “It’s the second name on the target list.”

Vance stepped over instantly, snatching the shipping label from her hand and examining the tracking barcode stamped across the corner.

“The package was logged as delivered to this storage unit yesterday morning,” Vance analyzed aloud. “Which means Daniel was preparing to plant incriminating evidence or staging materials at Sarah’s home before our security forces could intervene.”

“He wasn't just planning to harass us; he was setting us up to take the fall for a security breach,” Olivia deduced, a cold realization settling over her shoulders. “If he managed to plant classified documents or sabotage equipment inside Sarah’s house using her own security credentials, her career would be destroyed overnight.”

“And since Margaret had full access to the base badge distribution registry, she could easily generate temporary security passes for anyone working with Daniel,” Vance added, his expression darkening. “This goes far beyond a domestic dispute. We are looking at an organized espionage and sabotage ring operating right under the Navy’s nose.”

Suddenly, a sharp beep echoed from the front of the storage unit where one of the security technicians was monitoring the perimeter command laptop inside the mobile van.

“Agent Vance! You need to look at the base security feed from Medical Center Gate Four right now!” the tech shouted over the radio link.

Vance pressed his comms earpiece tighter against his ear. “Talk to me, what’s happening at the gate?”

“Margaret Carter just suffered a medical emergency in her holding cell, and while the base corpsmen rushed inside to assist her, her civilian defense lawyer used the distraction to slip a encrypted thumb drive out of her coat pocket,” the tech reported rapidly. “He’s currently sprinting toward a waiting vehicle parked outside the perimeter fence!”

Olivia locked eyes with Vance, knowing immediately that the fragile web of evidence they had just uncovered was about to vanish if the lawyer escaped with the encrypted drive containing the names of the entire conspiracy network.

“Move!” Olivia shouted, sprinting out of the storage locker toward the waiting vehicles before Vance could even give the order.
