Chapter 6 - THE COMMAND ADMIRAL’S DECISION

The heavy oak doors of the regional command center on Naval Station Norfolk swung open with a resounding thud as Special Agent Vance and Lieutenant Olivia Carter strode directly into the secure briefing room, ignoring the startled protests of the junior aides stationed at the front desks.
Rear Admiral Arthur Henderson looked up from a stack of morning fleet readiness reports, his weathered face creaking into a stern frown as he recognized the battered uniform jacket and bruised cheek of the junior officer standing before him.
“Agent Vance, Lieutenant Carter,” Admiral Henderson said, his deep voice carrying the undeniable weight of thirty years at sea. “Unless this is an active DEFCON warning, you have no business bursting into my tactical briefing room without an official appointment.”
“With all due respect, Admiral, your entire logistics command has been compromised from the inside out,” Vance stated bluntly, slamming the encrypted thumb drive down onto the polished conference table right in front of the commander.
Henderson’s eyes flicked down to the drive before locking back onto Vance with a dangerous glint in his eye. “Careful with your accusations, Agent. You are talking about the backbone of the Atlantic Fleet.”
“I’m talking about Captain Thomas Sterling,” Olivia interrupted, stepping forward and placing the printed financial transaction ledgers and surveillance transcripts directly beside the drive. “He has been systematically embezzling multi-million-dollar supply funds through an offshore shell company, using my estranged husband as an enforcer to neutralize the independent auditors.”
The Admiral stared at the documents, his expression shifting from defensive anger to absolute shock as his eyes scanned the transcript of the audio recording between Sterling and Margaret Carter.
“This… this is a court-martial offense of the highest order,” Henderson murmured, tracing a finger across the signature block of the procurement report. “Where did you secure these files?”
“We intercepted them off an encrypted drive carried by Sterling’s personal legal proxy less than twenty minutes ago,” Vance explained rapidly. “And we have audio logs proving Sterling ordered the physical intimidation and setup of Lieutenant Commander Sarah Vance and Lieutenant Carter here.”
Before the Admiral could issue an order, the secure wall-mounted communicator buzzed insistently, and the voice of the base gate commander crackled through the speaker.
“Admiral Henderson, we have an urgent situation at the main administrative pier. Captain Sterling’s private staff vehicle just forced its way past the security checkpoint and is attempting to board the USS Monterey before it departs for an unannounced deployment.”
Admiral Henderson stood up so fast his leather chair crashed backward against the wood-paneled wall, his face pale with sudden rage.
“He’s trying to flee the jurisdiction under the guise of an emergency fleet inspection,” Henderson declared, grabbing his heavy officer’s cap from the rack. “If he reaches international waters aboard that destroyer, federal jurisdiction gets tied up in maritime military law for months.”
“Not if we intercept him before he crosses the brow,” Olivia said, her hand resting firmly on the edge of the table. “Give us the authority and the security detail to lock down the pier, Admiral. Let us finish what we started.”
Henderson looked between Vance and Olivia, seeing the raw, unyielding determination etched into their faces, and made his decision without a moment’s hesitation.

“Take two tactical squads, secure every access point to Pier Four, and bring Captain Sterling to me in irons,” Admiral Henderson ordered, sliding his personal command signet ring across the table to Vance. “Tell the ship captain he has direct orders from the regional commander to hold all gangways.”
Olivia didn't wait for another word; she turned on her heel and sprinted toward the exit, knowing that the final showdown on the damp concrete piers of Norfolk was about to begin.
