Chapter 4 - THE PERIMETER PURSUIT

The screech of rubber tearing across asphalt echoed across the Naval Station Norfolk access road as Special Agent Vance slammed his cruiser into drive, tires smoking as they rocketed out of the storage facility parking lot.

In the passenger seat, Olivia gripped the dashboard tightly, her eyes fixed on the red taillights of a sleek black sedan weaving aggressively through civilian traffic toward the secondary base gates.

“He’s heading straight for the commercial freight corridor,” Olivia warned, watching the vehicle’s erratic trajectory on the GPS tablet mounted to the dashboard. “If he breaches the automated cargo checkpoint before the heavy bollards raise, he’ll make it out to the interstate.”

“Not on my watch,” Vance muttered, pressing down harder on the accelerator as the cruiser’s engine roared in protest, closing the gap between them as they approached the looming steel gates of the naval logistics yard.

Through the windshield, they could see the black sedan bearing down on the automated gate arm, refusing to slow down even as the flashing yellow warning lights signaled an unauthorized approach.

“He’s not going to stop!” Olivia shouted, bracing herself against the dashboard.

Vance keyed his microphone instantly, broadcasting a high-priority override command to the central base defense computer. “All security posts, this is Agent Vance. Activate emergency perimeter lockdown on Cargo Gate Nine. Drop the hydraulic barrier immediately!”

A fraction of a second before the fleeing sedan could smash through the wooden access arm, massive steel bollards rose from the pavement with a deafening metallic thud, blocking the roadway entirely.

The driver of the black sedan slammed on his brakes, the tires locking up and sending the car into a violent sideways skid that ended with a resounding crunch as the passenger side slammed directly into a concrete guardrail.

Before the dust had even settled, Vance had his cruiser positioned diagonally across the road, blocking any possible reverse escape route while doors flew open on both sides.

“NCIS! Stay where you are! Keep your hands where we can see them!” Vance bellowed, drawing his service weapon and advancing cautiously toward the wrecked sedan.

Olivia stepped out right behind him, her tactical instincts taking over as she scanned the surrounding tree line for any secondary threats while Vance yanked the driver-side door open.

Inside the wrecked car, a middle-aged man in a sharp charcoal suit was frantically trying to shove a small black electronic device down into the cushion of the passenger seat.

“Don't even think about it,” Olivia warned, stepping forward and kicking the man’s hand away from the seat before he could snap the plastic casing of the thumb drive in half.

Vance grabbed the man by the collar, hauling him out of the vehicle and slamming him against the hood of the car in one fluid motion before slapping steel cuffs onto his wrists.

“Attorney-client privilege doesn't cover active destruction of federal evidence during an ongoing criminal investigation, Counselor,” Vance said coldly, pulling the intact encrypted thumb drive from the man's clenched fist.

The lawyer spat a curse onto the pavement, glaring up at Olivia with undisguised contempt. “You have no idea who you’re messing with, Lieutenant. Daniel and Margaret are just small cogs in a machine that runs much higher up the chain of command than you’ll ever reach.”

“Then enlighten us,” Olivia retorted, stepping right into his line of sight with a fierce, unwavering gaze. “Because we just seized your client's storage unit, his encrypted blueprints, and his funding ledger. Your machine is already falling apart.”

The lawyer’s smug expression flickered for a fraction of a second, revealing a sudden, hairline crack in his composure before he clamped his mouth shut and refused to say another word.

Vance motioned for a backup transport unit that had just arrived on the scene, handing the recovered thumb drive over to the digital forensics specialist riding in the passenger seat.

“Plug this directly into the mobile forensic rig,” Vance ordered the specialist. “Let’s see what secrets our corporate friend was so desperate to drive off with.”

As the specialist plugged the drive into the ruggedized laptop resting on the hood of the backup unit, a green progress bar appeared on the screen, indicating that the encryption keys matched the master files recovered from Daniel’s car.

Olivia watched the screen intently as the directory folders populated one by one, revealing not just financial ledgers, but a series of encrypted video logs recorded inside a private office located off-base.

The very first video file began to play without sound, showing Margaret Carter sitting across a mahogany desk from a senior military official whose face was obscured by the dim lighting of the room.

Olivia felt her breath catch in her throat as she recognized the distinctive ring worn on the official’s right hand—a ring belonging to someone sitting much higher within the Norfolk naval command structure.
